On December 8, 2020, Red Hat announced that they would discontinue development of CentOS, which has been a production-ready downstream version of Red Hat Enterprise Linux, in favor of a newer upstream development variant of that operating system known as "CentOS Stream". In response, the original founder of CentOS, Gregory Kurtzer, announced via a comment on the CentOS website that he would again start a project to achieve the original goals of CentOS. Its name was chosen as a tribute to early CentOS co-founder Rocky McGaugh. By December 12, the code repository of Rocky Linux had become the top-trending repository on GitHub.
“Thinking back to early CentOS days... My cofounder was Rocky McGaugh. He is no longer with us, so as a H/T to him, who never got to see the success that CentOS came to be, I introduce to you...Rocky Linux.”
Em 22 de dezembro de 2020, o Rocky Linux anunciou que o lançamento inicial estava previsto para entre março e maio de 2021. Em 20 de janeiro de 2021, foi anunciado que um repositório de testes estaria disponível ao público até o final de fevereiro, e que um candidato a lançamento estava previsto para o final de março de 2021. No entanto, essa data foi um pouco adiada, e em 30 de abril de 2021, o primeiro candidato a lançamento foi oficialmente liberado. O segundo candidato a lançamento, da versão 8.4, o último antes do lançamento estável, foi lançado em 4 de junho de 2021. Em 21 de junho de 2021, foi lançado o lançamento estável do Rocky Linux 8.4, com o nome de código "Green Obsidian".
